Update Jan 2020: Enrolment for this scheme has started again and any family having ration card can create their card either online or by visiting CSC or Lokmitra Kendra. Last date is 31st March 2020. General category families need to have ration card and adhaar card copies and a payment of Rs 1000.
While center Govt.'s Ayushman Bharat only covers select families based on certain criteria, Himachal Govt has come up with a Health insurance scheme known as HimCare or The Himachal Health Care Scheme, which covers any resident of Himachal who is not covered under any other Govt health insurance scheme. Hence any person of any caste and creed can opt for family floater cashless health package at a nominal premium (Rs 365 Aganwari, Contractual employees and Rs 1000 for General category) which is too small if you compare with private health insurance policies.
This scheme offers free treatment of up to 5 Lakh rupees for a family of five. It covers all sort of daycare surgeries, hospitalization, and surgeries in empanelled Govt and Private hospitals in the state of Himachal Pradesh. If more than 5 persons are in a family then they would need to register as a separate unit. In today's time, it is very important for everyone to have health insurance especially who work in the private sector or unorganized sector and this scheme seems to be the right fit for all who don't have health insurance or are not in Govt. service (where medical expenses are reimbursed).
However, there seems to be a small issue for joint families in this scheme. Since the scheme is linked to Ration card hence if the head of the family (HOF) mentioned in Ration Card is a Govt. servant /Pensioner or wife of Govt servant /Pensioner then any family member can't get the benefit of the scheme even if they are not dependent and eligible for the scheme. The only possibility for such family members to become eligible for the scheme is to get a separate Ration card in their name as HOF and then apply for the health insurance scheme.
